The High-Level Conference “The Role of the Youth Guarantee in the Implementation of the Structural Fund Programmes 2014-2020” took place in Campobasso (IT) on 28 November 2014 at the invitation of the President of the Molise Region, Paolo di Laura Frattura, and in partnership with the Italian Presidency.
The event was organised as part of the series of workshops organised by the CPMR to provide an opportunity for its Member Regions to exchange best practices in terms of the implementation of the ESI funds programmes.
Participants focused on ongoing trends and practical options for implementing the Youth Guarantee and investigating potential synergies with European Structural and Investment Funds. In this regard, particular attention was paid to the contribution of the CPMR regions which have successfully implemented strategies to reduce youth unemployment rates and invest in soft-infrastructure, such as human capital development, which yields positive results in the longer term.
Among the different CPMR regional delegates attending the event, Cllr Drew Hendry, Vice-President of the CPMR and Leader of the Highland Council (UK), recalled that one size does not fit all when it comes to tackling youth unemployment, and this is why partnership with regional authorities should be at the core of any initiative designed to help young people enter the labour market. The European Institutions were represented by Elisabeth Morin-Chartier, member of the Committee on Employment and Social Affairs and Former rapporteur on the European Social Fund in the European Parliament and by Manuela Geleng, Head of Unit at DG EMPL in the European Commission.
Giovanna Sacco, from the Italian Ministry of Labour and Social Policy, represented the Italian Presidency.
